Because rolled tungsten gives exactly the same ammount of armor than the T2 version, but it has lower cpu and pg needs and adds less mass to the ship. T2 plates just are broken.

I could only support this idea if recons couldnt fit any warp distrupive gear and it couldnt be warped at, so they could actually only recon. Plus there should be someway of telling if there is a recon in system to counter it someway.
